Your expectation is that PG is going to go and add extra features and work to turn off specific items to comply with other people's rulesets. Why is PG expected to modify their behavior? It's certainly acceptable for Germany to not allow what PG does in Germany, but they don't get to pick and choose what's allowed if PG also doesn't want to play ball.
